nope - the "orbital" refers to the "orbital rave scene" of the time - parties were always held close to the M25 motorway that circles London...
...which is known as the London Orbital Motorway, and is where Orbital got their name from.
although, confusingly, there are a number of orb/lx mixes from 1989/90 that do use the term "orbital" - this was dropped as soon as Orbital the band became well-known.
