In most states, not having a trailer strap on a boat the size of a 15 is illegal.  In all states, it's unsafe and unwise.  If you are towing a boat, you are responsible for it being legally and safely secured to the trailer. Regards,   Mike Barnett http://claritysailingadventures.wordpress.com
