Connie, I'm not familiar with commercial marine insurance, but would it cover the loss of a sailboat and possible injury liabilities if the sailboat actually had a legal right-of-way? To be more specific, navigation-constrained traffic has right of way - "Rule number 9 – Narrow Channels, Inland," as well as the 'law of tonnage', both summarized well here: https://americanboating.org/bigger_on_the_water.asp The latter still applies out in the middle of the ocean where Rule 9 might not. Also, commercial fishing vessels actively fishing, even small ones, often have RoW where other craft would not.
