As I understand it... It is, indeed, illegal to discharge untreated sewage from any container into water inside the 3-mile limit. But it is not illegal to discharge it without the benefit without the benefit of a container. In other words, you can piddle (or whatever) into the water, but mustn't use an intermediary container -- which would presumably include using a funnel. A Google search on the name Peggie Hall, who used to run Peal Products, would show a lot of helpful links. No-discharge zones also prohibit the discharge of treated sewage. It seems as if the problem in the Chesapeake Bay isn't pathogens so much as nitrogen nutrients. Oddly enough, I've noticed that the millions of chickens teeming around the Chesapeake in farms all over the Delmarva peninsula do not usually wear diapers. The farmers must have trained them to use the bathrooms. It couldn't end up in the water, could it? Giles Morris
