I have done some sailing with my M17 upstream from McNary Dam, just above Hermiston. The river is very wide and the current much less than below the dam. As you get further above the dam near Wallula Gap, you sail between very high basalt cliffs. Tom Wilkinson M17 Obsessus

Larry: The Walla Walla Yacht Club has a Marina on the east side of Wallula Gap (near some grain elevators). I sailed in the Gap in Sept once, and it was the steadiest wind I have ever experienced.
