Tom, the Cajun Tiller Tamer is what I have been doing also but it hasn't worked all that well for me. You just run a line between the stern cleats, wrapped about three times around the tiller, and when it is pulled forward almost to the holding position, the loops jam and hold the tiller. When not in use, you just slide the loops back to the transom out of the way. It takes some initial adjustment to fit the shape of the tiller, but it has worked for me in some pretty nasty blows. Neil, As I said yesterday, I will likely go for the clutch myself, but the Cajun Tamer can be whipped up in a pinch if you don't have a clutch. I have had a Tiller Tamer sitting around the garage for years unmounted, because it appeared too big when I got it home, and I don't like a big apparatus on top of the tiller.
