Jim: Is your outboard a Honda 2? The Honda 2 will easily, as other have stayed, motor the M15 at 4-4.5 knots. I've used a Honda 2 on a Sage 17 that weighs 450#-ish. More than a M15 at 4.5knots at 1/2-throttle.
