Rick: The tricolor is just that: 112.5 deg green to starboard, 112.5 deg red to port, and 135 deg white to stern. It is only legal under sail. If you motor you have to add a white "steaming" light forward to get white all around, because now you are a powerboat. Just called the Coast Guard and asked if using masthead nav lights (tri-color) was still legal on both inland waters and off shore. Apparently they are still legal, and there haven't been any recent changes to the rules alowing them.
