That is the reefing line for the reef clew cringle. It's run forward so you can work at the mast and bring the clew down at the same time. Check and see if there is an pad eye on the opposite (port)side of the block. If so it would be my guess that you would start the line at the eye and run it up to the first reef clew and back down to the block and run it forward to the cleat. You'll need to create the same arrangement for the second clew. To determine the location for the eye and block, bring the main down to the boom where the second reef clew touchs the boom. Mark the location and install your eye and block an inch or so aft of that mark. This will allow you to tension up the foot when you reef. I suggest installing the eye and block opposite of the way the first reef eye/block is installed. In other words, if the first reef line block is on the starboard side (which it looks like) then install the block for the second reef on the port side. Yes, that is a reef line. Frequently (normally?) there is a padeye on the portside of the boom in the same location as the block, and that line would run from the cleat through the block, up through the grommet, and dead end on the padeye. Same fittings further fwd on the boom for the second reef point. At the fwd end of the sail, one could use a hook in the grommet with a pigtail that would go down to other hardware (a simple cleat is fine on a boat this size, especially if the halyard is at the mast. If the halyard is run aft, the pigtail could be longer and run aft too) Intermediate grommets are just for gathering up the bags of sail, not for securing the sail to the boom. Tod
