On my M15 I tried hammering a rod down from the top, and it caused a lot of damage to the inside of the centerboard trunk that took a lot of work to fix once I got the keel down, but it didn't move the centerboard at all. I would really strongly recommend against continuing with that course of action.
What worked for me was building a puller and pulling down from the bottom, per a design posted by Captain Jim Sadler on this board. I am attaching the photos of the puller I made with just a dremel and standard hardware store parts.

Advice is cheap and I've never done it, Maybe use a sheetmetal shim to slidealong the keel and determine where the main obstruction is, then maybe wiggle it around to investigate? Perhaps if itwedging itself going down, then pushing up where the blockage is, might reduce wedging. Pressure washer orgarden hose sounds like a good idea from the bottom. Can you loop some sheet metal or wire or something over the end of the keel to pull down with? maybe I'd spray a bunch of wd-40 or something up there to reduce the friction before pulling.
Again, advice is cheap, but perhaps some very careful use of a thin hacksaw blade slid up the trunk?
