The smaller piece is usually called a chainpipe and, as you said, it is used to lead the anchor chain or line through the deck to some kind of bin or container below. The larger piece would be called an anchor or mooring bit and, actually, it is just a giant cleat. An authentic bit would extend down and be fastened to the keel, making it very strong. The shape is just to give you different purchase points for lines. If you took that 20# cleat off the foredeck the boat may ride better as well as not tend to snag jib sheets when you come about. The less weight above the sheer line ( hull /deck corner) the better the roll characteristics will be for the boat. Better place for that weight is in the bilge just forward of the mast. If this were my boat (please forgive me, I tend to have an opinion on everything) I’d get rid of that stainless-steel monument on the foredeck and install something more sensible. Guaranteed your toes (or another part of your body) will thank you someday. I’d lose the chain pipe as well. They are notorious leakers, although it looks like someone has plugged it already. And maybe they were in a hurry when they did... Is that a running light on the foredeck just ahead of Frankencleat? Maybe it’s the picture angle but it looks like it would be difficult to see behind the pulpit stanchions, aluminum toe rail, and bow fitting. Anyhoo, congrats and welcome to the club.
