I had some communication with Pacific trailers earlier this year on getting a title (they built the trailer for our M23). They were extremely helpful and provided everything we needed. Actually, I'm addressing this particular problem directly to Fulton. In the meantime, I've bitten the bullet and installed an upgraded jack.
