That¹s an easy one. The M17 was designed by Lyle Hess. Hi KIrk I was told that Lyle designed the 17 (probably with input from Jerry). Lyles name is on the blueprints. I think Jerry built the 17 to these plans and later (Jerry) modified them to produce plans for the 15. Both boats are proof of a sensible understanding of what makes a great sail boat.
