My M-17 mainsheet came with a similar arrangement, with the cam cleat below the block only a few inches above the cockpit floor. I disengage the cleat with my foot, which involves no bending down, and the cleat reengages as soon as I pull up on the sheet. I can keep the sheet uncleated by keeping my foot on it. I have found this a really easy way to work the mainsheet - foot to unbelay, hand to belay, no body movement involved. It's particularly convenient racing in a gusty breeze when it's necessary frequently to spill wind from the main.
