Craig, Most of the furler control lines I have seen have been on the starboard side. I believe this is mainly because it isn't on the port side! :) Actually, in the case of the 17 with the main halyard run aft on the starboard side, you could hoist your main and unfurl your jib from the same spot. And that's my final answer.
