When I rebuild the foredeck of my M17, I removed the single cleat in the center of the deck. I installed two new cleats, one on each side, mounted on top of varnished hardwood pads to raise the height enough so docking lines clear the toerail. They have backing plates (of course) I also installed a chock at the tip of the bow to guide an anchor rode. On the M23, I use a length of heavy, clear plastic hose slid over the dock lines where they contact the toerail. Knots in the line keep the hose in place. Easy.
