It's a Harken 40mm fiddle block-swivel cam cleat, part 2657 I believe. The angle of the cleat is adjustable, and you need to adjust so it is easy to release with a light downward tug. I think I decided the 57 mm was too big and too heavy. Look for the best deal online for Harken blocks.
