I reconfigured my outhaul last year to make it easy to adjust under way. I used a 4:1 arrangement, which reduces the strain on the cleat. A small clam cleat on the boom is all that is needed to make it fast, and that's easy to mount on the boom. it's pretty simple, but hard to describe. I'll post a picture in a couple of days.
