Last year, I had the opportunity to watch adult diapers go into a dumpster on a daily basis at a skilled nursing facility, and in large quantities too. Was it legal? Depends. The only precaution I saw, was that the diapers were put into plastic trash bags. Pett's site also states that the bags are landfill approved. Another reason for not poking around in landfills. I could be wrong, but I don't believe putting untreated human waste in a landfill is kosher.
