I learned this trick from an 80 year old New England boat builder back when I was restoring my old Wooden Lapstrake "towne Class" sloop. For making a boot stripe from a marked waterline, use a common school compass. Set the compas for the boot stripe width then use the steel point to trace along the existing stripe and the pencil end to draw the new waterline. The pencil line can then be used to tape the new line.
On my wooden boats, I scribed a line in the wood at the waterline and boot top and it would form a natural guide for brush painting the new waterline even after sanding to bare wood. The paint would flow to the scribed groove and stop. One of my past boats had the scribe lines molded into the gelcoat and it worked the same way.
