The smaller piece is usually called a chainpipe and, as you said, it is used to lead the anchor chain or line through the deck to some kind of bin or container below. The larger piece would be called an anchor or mooring bit and, actually, it is just a giant cleat. An authentic bit would extend down and be fastened to the keel, making it very strong.
