Looks like one of your boat's prior owners had a Sawz-All and was not afraid to use it. The winch should be on the vertical part of the cockpit sole just above the centerboard case and offset slightly to port. Two of the mounting holes are still visible. The other two would have been on the part of the cockpit sole that has been cut away. Oooh, looking at the pics, mine has been "altered". The corner of the trunk is roughly cut out and the line exits there. It doesn't have the clean, neat plastic sleeve. It's just a biggish hole. Also my winch is to the right of the cleat, so the line has to go over the cleat and then down through the hole.
The water doesn't drain anywhere, just sits on the sole and tries to rot the wood at the base of the v berth. So I towel it out.
