What about double sided indoor/outdoor carpet tape. You use it to make blue tarp sails for homebuilts. It's available at Lowe's and comparable stores. Works good on tarp sails. Goes on like Larry's "double nothing." In the graphic design shop at Boeing, we used double-backed adhesive sheets that we affectionately called 'double nothing'. We used it for mounting letters on signs and attaching various printed material to foam core and plex.
The stuff--although tricky to work with--would create a permanent bond. Essentualy, it was a layer of adhesive between to sheets of waxy paper. We would strip one side off and apply it to whatever we wanted to have mounted. Then gradually strip the other side as the material was laid and squeegied to the substrate.
The stuff came in rolls of various lengths. I think that any frame shop would have it.
We would use spray adhesive from time to time, but it was never permanent. It always peeled at the edges.
