You have the standard outhaul setup with a clam cleat to finish off the line now. the bungees are to wrap up around the gathered sail material when you reef and then hook the bungee over the bundle and catch it on the hooks on the other side of the boom.

There are little stainless "hooks" on the boom that I'm not quite figuring as well as the bungie line. I assume they're related.
