Yes, it is.  There are sailboats at various marinas, including a M17 at Trinity Center, where I like to sail-north end of 21 mile long lake.  I've been going to Trinity once a year for the past seven.  You can launch at one end and sail the length and overnight at the other.  The most beautiful time of the year is early spring when the surrounding Trinity Alps are covered with snow.  It's fantastic scenery.  Just be sure the weather will be good.  You sail at 2,300 elevation and view mountains over 8,000 ft only a few miles from the lake.  In '99, I got over Buckhorn Pass (3,200ft) just before it got snowed in.  "Really" was filled with snow when I launched at the Marina.  What a site.  The next day it was 80 degrees and snow everywhere.  The most impressive site I've ever experienced. A heard of deer forged the lake right off my bow, as I sailed past in 3 knots with the gennaker raised to the top of the mast.  Some years you do alot of light air sailing or moter.  Others, can be a bit much. 
 
This year, a Marshall Catboat, the Sanderling was at the Marina.  I told the skipper to read this issue of Small Craft Advisor.   He told me the boat does not do well in heavy winds.  He had six reefs in and still had trouble keeping control last Sunday.
 
It's a six hour drive from Menlo Park but well worth it.

Just returned from several days of sailing on Trinity Lake.  The northerly afternoon winds
made for some exciting experiences.  When close hauled It seemed everytime the windmeter indicated winds above 19 knots the forestay would sound a high pitched tune.
 
Is this to be expected or is the forestay tension too tight?
