Bummer...Sorry the cleats didn't work out. Maybe the flag supplier will take them back for a refund or restocking fee. Anyway it was worth a try. None of the other cleats I found had the same "flat top" shape.
In the grand scheme of things, you're right that the spacing of the mounting holes is priority 1.
