Greg, I also have a fixed motor mount on my M-15. I have a circa 1988 short-shaft Honda 2hp with the older engine cover as well. With this configuration, my boat uses a loose piece of 3/4" marine plywood (cut like a wedge) between the rear of the motor mount and the motor. It does not raise the mounted position at all, but does change the mounted angle just enough so that when raised in a sideways position it clears the back of the boat just fine. With a newer motor and cover (different shape?) it may or may not work.
