The contact between those shackles is a point load which may cause them to fail from stress corrosion cracking, or to simply cut through each other with repeated movement. My M15 had undersized clevis pins that had cut through each other almost half-way when I bought it.
The working loads on an M15 rig are very low- probably only a few hundred pounds even in strong winds, but wear and corrosion will cause parts to fail at a small fraction of their rated capacity, especially if installed in a way that they experience sharp point loads.
On my M15, I made new standing rigging where all fittings use 1/4" pins which fit into 1/4" holes where the force is spread out evenly over a large surface area.

Is to your concern with the working load of the pad eye or the shackle? What do you have for a stem-head fitting on your M15?
Have been sailing with this pad-eye fitting since I purchased the boat 4 years ago, shackle is the same one that held my fore stay.. First season with the Harken roller furller. Been out in steady 20 K 30 K gusting winds with a double reef in the Main when I had a hank on jib. Most my Furller has seen is steady 15 k this season.

my concern with your setup George is all the shackles .. .especially the one under the drum attaching to the padeye.
