I had the same issue as you with my 1976 yellow M17. The problem was in no way severe, but, I wanted to address it. This was quite a while ago, but I believe I lightly sanded to open the small blisters, cleaned well and dried, then used a 3M fiberglass marine repair epoxy paste to fill. After which I followed with barrier coats of Interprotect 2000. No issue since (this was almost 20 years ago). The tiny blisters were right at the waterline.
