Yeah Garry as John wrote the stern through hull is likely the cockpit drain. I took your initial post to mean that all holes were capped and non-functional so my general comment was directed to if they are safely retired all the better. Please make sure your boat has a working cockpit drain! The older M17s with the original decks (ie, have transom cutout for outboard) have a single drain at the center of aft end of the cockpit. The drain pipe is aluminum wrapped in fiberglass. Yes, replace the pipe! The second generation decks have no transom cutout and added the aft locker and a slightly larger port side locker. Jerry put in two cockpit drains that exit the aft locker, still through aluminum pipes wrapped in fiberglass, and exiting under the hull a few inches forward of the transom. The aft locker has two holes that allow cockpit water to enter and then drain. No other thru-hulls on my '74 - just the cockpit drain slightly to starboard of center, on hull bottom just forward of transom, and the the sink drain above water line (when level ;-) on port side.
Hard to imagine someone blocking off the cockpit drain, if that's what your one near the stern is...but could happen!

They were up front, so maybe were for depth instruments in the past. In the rear, about 6" forward of the transom, there is a through hull still there. It is capped with pipe plug fittings inside. I don't like the looks of some previous fiberglass work around it, so I am going to remove it and properly repair it. But this made me curious; what would it have been used for on an M17? It's not like one needs cooling water. Do any of you have through hulls in the bottom of a small boat?
