I believe you have a 2 piece threaded bushing. The two recessed holes at the flange use a tool with pins to rotate ( unscrew) the two halves apart. You will need to locate a tool to tighten / loosen the halves. Pittsburgh Adjustable pin wrench available at Harbor Frt. ($6.95). You may need one for each side of the bushing. Not sure what else to call it, but my rudder has this brass donut shaped thing just above the water line. It's part of a system used to raise the rudder up a couple feet in shallow water.
I'm (still) refinishing my rudder, and want to take it off if possible, to get a good seal around that hole.
Ideas?
