Hi Craig.. I'm mostly familiar with 2 stroke Seagulls, but if you have a good spark and good compression, and it seems to turn over freely, then the clogged jet sounds about right. Try putting it in a water barrel, remove plug and verify good spark. Put a tsp of gas into the spark plug hole, thed a good squirt of WD-40 (Kero and Propane) and screw plug in quickly. Try starting. It should fire up if all is well, and the timing is not screwed up somehow. I've run my Seagulls w/o water for 20-30 seconds w/o harm, but can't say other motors will tolerate that.
