I like the idea that Tom puts forward to powder coat but I don't kow what prep would be involved. It really it ought not be too tough to use a gel stripper and a wire brush to whisk off the residue. I don't like the gel stuff much because of cleanup, but for this application, it would work pretty well. Make sure you get the gel in the holes and use a round brush (like a test tube brush, except wire--I'm sure somebody makes one) to run the paint outo of there.
