Even my 1.5 horse Cruise'N'Carry seems to have plenty power when motoring into the wind and only weighs 12lbs but the quality and noise level aren't great. It's too bad nobody makes a modern high quality 1 to 1.5 horsepower outboard. I heard Evinrude made a watercooled 2 stroke 1.5 motor back in the 60s that only weighs 20lbs. I haven't used it but the larger 1960s watercooled Evinrudes were extremely quiet. I think Yamaha and Suzuki also made some ~20lb 2hp watercooled 2 strokes.
