Hi Joe,
When I installed the hasp on our M15 sail lockers, I think I had just enough space to get the nuts on the inside flange of the sail locker lid. I installed them and added some Locktite to the threads so that they wouldn't loosen.
The other part of the assembly was inside the sail locker itself, so there was no clearance problem.

Another consideration:
I don't know how thick the sail locker lid flange is, but if there isn't enough space on the inside for the nuts, then is the flange where you are mounting the hardware thick enough so that you could tap the hole and put threads into the fiberglass itself?
