Steve, Oar leathers are to prevent wear on the looms of your oars at the oarlocks. They also make rowing a lot easier if you put a bit of neetsfoot oil on them as a lubricant (I also use tallow). Another benefit is that they fill up the space in the oarlock so that you don't have so much slop there while rowing.
