Bill, On my M17, only the top half of the transom was reinforced with glassed in plywood. The ladder had to mount into the lower area, so I had 3/4 inch plywood glassed into the lower half (full width) which bonded to the hull and the upper reinforced area. Very strong. Probably overkill, but I also mounted an adjustable motor mount on the other side at the same time and wanted plenty of strength. I did try mounting the ladder first with just a backing plate (about a 6X8 piece of starboard, double thickness) for each bracket, but didn't like the way the whole area flexed when weight was put on the ladder.
