Hi Jim: You can correctly fly the ensign from a flagstaff at the stern, or sewn onto the leech of your mainsail, 2/3 of the way up. It should be 1" long for every foot of boat length... in your case, 15" minimum. This is according to John Rousmaniere in the Annapolis Book of Seamanship.
