M_Boats: M-17 question

Ok we are getting close to launching this boat. I have a few questions before we do. I have some club members that will help with the learning to sail part, but I want to make sure I have the equipment in order. First question; is there a recommended height for the eye on the mast to hold the whisker pole? On the original mast it was 21.5" from the bottom. At this height the pole is at an angle (high at the sail, low at the mast). Should it be horizontal or does it matter? Maybe it's low so anyone can reach it when standing on the cabin floor? Another question; are my jib sheet blocks roughly where they should be on the rail? -Gerry
