Yes, that is a reef line. Frequently (normally?) there is a padeye on the portside of the boom in the same location as the block, and that line would run from the cleat through the block, up through the grommet, and dead end on the padeye. Same fittings further fwd on the boom for the second reef point. At the fwd end of the sail, one could use a hook in the grommet with a pigtail that would go down to other hardware (a simple cleat is fine on a boat this size, especially if the halyard is at the mast. If the halyard is run aft, the pigtail could be longer and run aft too) Intermediate grommets are just for gathering up the bags of sail, not for securing the sail to the boom. Tod

It has obviously been way too many years since I've sailed as I have forgotten more than I know at present.[?]
In checking my new main for fit, I am confused by the line you can see (in the pic link below) running along the side of the boom. I am thinking that it may be a reefing line that would run up to the reefing grommet. If so, how can I mod for my new main which I had made with double reefing points.
If not for reefing, what might it be?
