I also recommend September for most Puget Sound sailing, fair weather and the kids in their daddy's power boats have gone back to school. There is also a group of M-boat sailors who depart the South Puget Sound in Olympia for an annual sail to the WoodenBoat Festival in September. However June is better for seeing Orcas in the San Juans. Re weather, I lived in Seattle seven years...the joke that was only half a joke was "no guarantee of summer before July 4th"... :-)
A long-time local cruiser guy I talked with last year at the viewpoint up top of Cypress island said the actual sailing (e.g. consistency of decent wind) was best in spring and fall - later fall that right after labor day he meant of course.
Always some tradeoffs!
