No, No- on the 17, let it hang on the pin, NOT the pennant. If the pennant is in good shape and you inspect it frequently for chafe, it's fine to crank up the board on a run, but as a general practice, unless you are a nut on inspections, don't do it. Too many have paid the price. Tom Smith & Jane Van Winkle Sandpoint, Idaho M15-345, Chukar I thought that was the JerryM recommended procedure, keep tension on the pendant so the weight of the board is off the tang, but keep the tang touching the keeper bolt, so it doesn't bounce with pendant stretch as you go through the waves.
