Thanks to everyone who chimed in on this topic. I used some advice I heard here and have now come up with a solution. Access to the shackle was the goal in all methods. I realized I could access the shackle from the cabin if I made the pendant hole a little bigger. Using the same pendant, I trimmed off the damaged portion, stripped out 4" of core and using a hooked wire held up the shackle and fed the line thru the shackle. With another hooked wire I pulled the end out of the hole and sewed the overlapping lines together. I will serve it over. This connection can be inspected from the cabin. It will need to have a new splash guard. I ship water through the hole when sailing in heavy seas. I think the problem is resolved. She lies at a mooring this summer, where the board is held up by the pendant, so my sewn connection will be tested.
