Sure, and, infrastructure costs money. If you want to hand carry your boat over the rocks & logs etc. to deep water...that might be 'free'...but if you want a big concrete ramp, pilings, docks, parking lot, not to mention maybe restrooms at the launch, blah blah blah...well, it costs money to build & maintain.
