The shape is just to give you different purchase points for lines. If you took that 20# cleat off the foredeck the boat may ride better as well as not tend to snag jib sheets when you come about. The less weight above the sheer line ( hull /deck corner) the better the roll characteristics will be for the boat. Better place for that weight is in the bilge just forward of the mast. The larger piece would be called an anchor or mooring bit and, actually, it is just a giant cleat. An authentic bit would extend down and be fastened to the keel, making it very strong. For an M 17, yours is overkill by a factor of about 1,000.
