I was doubtful that simple two-sided tape could hold up below the waterline, but from 3M's advertising claims, it sounds possible:
The 3M 5952 tape is advertised as "strong enough to replace screws, rivets and studs and permanently adhere one material to another" and "create a permanent seal against water, moisture, salt and more."
I have yet to see a 3M product not live up to it's advertised specifications, as long as the instructions are followed.
