Yes, you can access the pennant connection without having to pull out the centerboard pin, but I suspect it could damage things if the board were not supported on the aft end while replacing the pennant. In my case, I did actually remove the board, because my original board rusted/expanded and I had to replace the whole thing with a new one from Bob.
