excellent description and pictures in section 7.2.1 of how to fill and re-drill the bolt holes. (ignore the writing in this section about using the west system epoxy to bond the fitting to the deck. after filling the bolt holes as described use deck bedding compound.)

Doing it the best way is not always the easiest. Drill oversize, fill, redrill. Might as well remove some of the core while you are at it. Bent nail job.
Why are you changing the track? Going to a windward sheeting system? If so I would be interested in what gear you are using.
