Thanks for the note on the cleat. You were right. The cleat from the Flag Supplier is not an exact match. Looks much less robust too. I found that the hole spacing is wider too. I will use it in a pinch but only if I can use some plate material to add to the foot of the cleat to reduce the "punching" effects of a smaller surface area.
