It didn’t appear glassed over. The surface under the gelcoat is black maybe a fairing compound? Also the pin is a cut off 3/8 bolt. Did Jerry use a bolt for the pin? Maybe to minimize flopping of the centerboard when lowered?
This area of the trunk needs to be sanded away to make clearance for bottom paint. Never mind a barrier coat.
